Shane, I believe that the steering wheel center simply pulls off with some fair amount of strong arm. It's kind of a press fit onto a hub. I've used a screwdriver, and GENTLY pryed them off before. The dash pad has a series of clips and bolts. The center bolt is the bugger to get at, if I remember correctly. As far as adhesives is concerned for the weather stripping, get it at any good parts house. I've had good luck with the 3M brand stuff(Super Weatherstrip Adhesive, part#08001) I got at NAPA.

A bit of advice if I may. The best $60.00 you could ever spend is on the online store above. Part # 04-631 (67-72 Assembly manual, $35.00) and part # 04-026('68 shop manual, $25.00) These two books can show you virtually where every nut and bolt is and answer almost any question you have about how to take apart and put back together everything in your truck. Good luck with your project.
