That is indeed just a ground wire Woog. My grandfather had a '72 C20. I added ground wires, circa early 1980's, just like that from the battery ground to the head light and tail light housings. he was having all sort of weird things happen... like he would turn on the turn signal and all the lights would start blinking. The dedicated ground fixed the issues. Relying on the chassis sheet metal for a ground is a crap shoot on a new truck... let alone on an old rusty one.
