I have a 54 3100 and noticed a little gas leaking out of the front side of the carb when I manually rotate the throttle linkage. Is this normal? Seems a little odd given the exhaust manual is a few inches away.

Need to first start by finding the exact source of the fuel leakage ? Could be the upper bowl housing, fuel line connection, lower housing itself, throttle bushing maybe but not likely Start by cleaning the effected area then post back the exact area of the leakage then we can all help you out.

Steve O. The leak occurs when i pull up on the throttle linkage and rotate the shaft of the throttle valve. The result is a little squirt of gas out the front of the carb around the shaft.
    thanks, PUT-PUT

This is normal , don't worry about it .

When the engine is idling the vacuum should suck in most of the fuel there .

If the shaft gets really worn and wobbly , you'll have difficulty getting a smooth idle and prolly real bad flat spots in accelleration too .

Don't worry about it , check your valve gaps , dwell & Ign. timing then top up the oil and go for a nice long drive....
