I say start simple then go complex. The problem is that to troubleshoot the wiper system u have to remove the cowl cover. then you gain access to the lingage. Make sure all the linkages move and while your there a little WD-40 gos a long way to keep things moving. if the linkages look good theres a nut on the end of the wiper motor take that loose and see if the motor runs without being conected to linkages. If not then your issue you have a bad wiper motor or wiring.and I asume u have checked the fuse allready. so trace wires for bare spots or shorts. u can pull the wiper motor and check it but it easier to just change it out especially if it orginal equipment. Using a simple voltage tester see if you have voltage going into the switch. After that check the motor. Most of the time it is the motor or a blown fuse.
