Gas Tank pads

For now, until I can move the gas tank under the bed, I am installing a new tank behind the seat.
I bought the tanks pads which include 4 rectangular, 2 narrow/long with holes and 2 narrow/long w/o holes.

The old tank didn't have any pad left, so I have nothing to go by...

Where do these pads go ??

 

i would say the ones with out holes go on top, and well the others would go on bottom.
