Hi Dave ; The kit has a thick ring where the ball seals to the outer sheet metal flange and a bunch of paper gaskets , you use those to shim the flange cover out so the ball can *just* be moved by hand . There might also be some smaller ring gaskets that go underneath the threaded ring on the back of the ball .
