4 Speed help

Pullled the side cover off my saginaw 4 speed to drain the fluid (no plug).

Now I can't seem to get the side cover back on. Assembly manual is a little help but does the trans need to be in neutral? I would assume so right? How do i know if it's in neutral? Does the tail shaft spin?

Any help would be great. This has turned into a can of worms!
