Danger Flag?

Hi everyone,

I'm curious about a small red flag that was under the seat of my 55 chevy, it's a about a foot long and the handle is wood. My dad said it is a danger flag? If it is, then how was it meant to be used? And is there anything special about it?

It should be waved over-head,,, whenever my ex-wife is spotted flying her broom near-by.
