Perhaps a silly question on my part, but did you try installing new bulbs? As the bulbs age, they tend to get dimmer before they burn out altogether. They also collect a nice coating of dust and gunk that contribute to making them even dimmer. The modern replacement bulb for your '63 dash(same as my '61) is #1895 available at any auto part store.
