I have a 1951 flatbed with a 216cu. in. engine and single rear wheels, and when I ask people if its a 1 ton or a 1.5 ton and there unsure. So I was wondering if anyone could tell me if they built a 1 ton flatbed or if they were just 1.5 ton flatbed trucks.

Yes, Chevy built flatbeds in both 1 ton and 1.5 ton. The easiest way to tell is by looking at the serial # on your truck. It will tell you. The serial # is located on a plate attached to the A pillar of the cab on the driver's side. If you find that, post it here and I can decipher it for you if you need.

PS: They also made a flatbed in the 3/4 ton version also.
