One Bad Rust Spot Part II

I have found evidence of water/rust damage in the kick panel on the passenger's side. Is it related to the problem on the windshield header? Someone ran a bead of sealer around the floor seam on that side, but the seam is NOT rusted out. It may have been a preventative measure if there was water on the floor. The floor is solid. Any ideas what is going on here and what I shouild do? Thanks as always.

It could be from where the front cowl is attached to the cab, there is a seam that the factory used a filler on, if it has cracked or drop-ed out, when it rains the water from the windshield wiper well, will run into the cab. I have that problem with mine, only on the drivers side.
