Why Heater/defroster diverter cable location

Does anyone know why the Heater/defroster diverter cable was originally located left of the steering wheel?

I wondered that myself, I moved mine to the right just above the choke cable. I see no reason to have a throttle cable.

Relocated it to the right of the ignition switch, under the lower dash
