Why is there a hollow bolt holding the fuel pump?

Just pulled the bad fuel pump and one of the bolts was hollow with a inch long pipe on top of the bolt. Is this correct or did someone go to the bolt bin last change out and come up with something exotic? If correct will someone please explain what it does cause I'm ready to put a regular bolt back in.

I have never seen that. Is there threads in it hole like it goes all the way through, if so it may have been used to return oil back to the engine.

It looks like a 5/16 bolt with a smooth 3/16 pipe coming off the head of the bolt about an 1/8 hole all the way through. It's a factory bolt just not sure it belongs on the fuel pump. Think I'll replace it.
