The wiper motors are negatively switched, meaning that your switch draws ground from the dash and when you turn the swith on it supplies ground to the wipers. Where the wiper motor mounts to the firewall, there are rubber mounting grommets under the 3 bolts so that there isn't a constant ground going to the motor. If one of those rubber grommets has worn away it could be allowing the motor to run constantly. First I would check the switch though by unplugging the wires on the back of it. If the wipers stop then you have found your problem! If not then I would check the grommets. AS for the washers not working; how long has the truck been sitting? There could be corrosion in the switch that is preventing the pushbutton from making contact. Or the relay on the pump could be bad. Overall to me, it sounds like the switch is the culprit but there are other possibilities. Good luck!
