Rear bumper

Has anyone seen a bumper lik this before? I was wondering if these came from the factory or a dealer add on or parts house etc.?

      have seen ones like it , called barden bumpers in California, mine had one kinda like that , took it off went to the chrome chevy one , but if you want to tow then you have to by a receiver which bolts to the frame ? and has the removeable hitch ?
