This truck does not have an original rear axle, so the 3.55:1 gear swap is out.

Bilbo just put a set of these (2) on his '50 GMvolet truck. They mount on the pieces that the pedals bolt onto.
A lot of those stamp sets only had one stamp to be used for both 1 and I, one stamp for O and 0 and one stamp for 6 and 9.

What is missing from your picture is the bracket that attaches to the spindle. The threaded portion of bolt threads into and tightens to the bracket.
I agree that the bolt has gone too far through the threaded hole. Something funky here. Wrong bolt for that caliper???
Those are standard GM bolts. My Allen "socket" for these bolts measures 0.475" across the flats. FLAPS should have a 3/8" drive Allen "socket".
The flares do the job. No sealants of any kind.
You need to turn that right front tire over. It is flat on the bottom.
