E-Brake stuck

my ebrake on my 85 silverado is stuck and when i pulled the release lever it only let half way off, my friend say cut ebrake cable so we did and it freed up the right wheel but my left wheel still has the cable attached and its still kinda locked up but will drive, it just wont idle. Shoulkd i cut the left ebrake line to? seeing as theres no fluid in it.......or should i have someone take the drum apart and fix it?

take it all apart and fix it youll be glad you did. I cut mine off and now i dont have anyway to keep it from rolling away out of gear

I'd also check the e-brake pedal. mine hasn't been releasing all the way either, but the e-brake has only remained engaged a few times. when it does that I can hold the release lever and pull the pedal up all the way, and it's fine. I just need to wait until I can put it apart so I can determine what the problem is.
