fuel problems

I got the new engine in my truck but its not getting enough fuel,the clear filter used to be full to the top with fuel all the time,now its only 1/2 full,running or not.and when I put my foot in it it gets to around 60 then it starts to cough and sputter like crazy.any thouhgts on this one.Thanks for any help.Karl
