Horn wiring problem?

I'm in the process of rewiring a 1954 Chevy truck. When I connect the original wire from inside the steering column to the horn circuit and apply key power the horn blasts with out stopping. I believe their is short in the horn wire inside the column. I need to know how to repair or remove the wire from the column and replace it. It seems stuck in place without any movement or clear indication how its connected?

Secondary consideration: I have replaced the turnsignal cup with a new one along with turn signal wiring and a custom steering wheel i would like to use the new horn button.
 
The original horn circuit worked like this:

Battery 6V -------------Horn--------------/ -------ground.

........................................................^
......................................................This
..............................................is the switch under the
.......................................horn button in the steering wheel.

The ignition switch had nothing to do with the circuit.
