The combination of the direction of rotation of the drum while driving forward and the pivot point of the forward facing shoe works to increase the apply pressure (and therefore the stopping power) of that shoe. That same rotation tends to reduce the apply pressure of the rear facing shoe. It all changes when braking while backing up.
