Spare Tire Carrier

I bought a used underbed spare tire carrier for my 64 fleetside (that looks like the one in the photo). I'm wondering if I need to move one, or both brackets so they touch the edge of the wheel. I have 15" wheels, and when I hold set the carrier on the wheel, neither bracket hits the wheel.
Even if they did hit the edge of the wheel, they would just barely catch on the edge of the rim, and I have pretty skinny tires on.
The design of the two brackets on the carrier have me boggled as well.
One has the lip up, the other down.
Am I missing how it's suppose to work, or missing parts?
At any rate, those brackets are going to mess up my nice newly painted spare!

The extra holes from the factory were for what ever rim came with the truck, 14/15/16... spare goes in facing up...

Thanks for the link. I seen it a while back, and it was very
helpful in figuring it all out.
I had to add a piece of angle iron across the bottom of
the frame, about a foot from one of the truck cross
members that the tire rested on, other wise, when
the tire was snugged up in the carrier, it wanted to tip.

Also, I removed both plates on the carrier, (they
weren't set up for a 15" wheel anyway) which
looked like a poor design to me (and a paint eater on
my freshly painted spare) and replaced them with
some 2x6" board with the ends rounded to fit the
contour of the inside of the wheel. Seems to work
good.
