As Zig mentioned , there's a little sheel metal stamped bracket that is held in place by one of the carby airhorn screws , the throttle cable goes into it vertically and passes throgh the vertical throttle linkage , the cable goes through the tiny hole that is now occupied by a cotter pin and then you'll need a cable stop , sometimes called a barrel nut , most FLAPS carry them although many times they don't even know it .......
Remember : the throttle cable is for warm up or increased engine speeds when working with the PTO but never ,
EVER to be used as a cruise control device ! .
If you still have the original cable you can usually soak it well in penetrant whilst flexing it a bit to get it loose enough to pull it out , then polish the center cable with # 0000 or finer gread steel wool then grease it well and re-insert , it is tricky to get it all the way through the Bowden but it -is- do-able if you have patience .
When you attch the cable to the carby , just like the choke you _MUST_ leave the knob pulled out anout 1/4" before clamping the cable's working end .
I keep a wooden clothes pin on the Bowden up under the dash and use it to hold the throttle cable out when I need it as the grease akes it work very smoothly so the engine vibration causes it to creep back in .
