Vent Diverter Ball Felt

Where does it go?
I have new Ball Housings and Diverter balls for my A/C dash vents. They came with new felt. Someone have an idea where they should go?

I put them where I thought they may go. They are very tight. Is that correct? Anyone going to reply to this thread or is it dead?
